Hợp đồng FIDIC Red Book 1999* đã và đang được sử dụng rộng rãi tại Việt Nam tại rất nhiều các dự án dân dụng và kỹ thuật.
Sự ra đời của Hợp đồng FIDIC Red Book 1999 đánh dấu bước phát triển vượt bậc, mang tính đột phá của FIDIC trong việc hoàn thiện mẫu hợp đồng thi công xây dựng. Cụ thể:
Thứ nhất, Hợp đồng FIDIC Red Book 1999 đã rút ngắn số lượng điều khoản từ 72 điều của ấn bản trước đó năm 1987 xuống 20.
Thứ hai, Hợp đồng FIDIC Red Book đã cấu tạo lại cấu trúc, sắp xếp lại điều khoản theo hướng khoa học, dễ đọc, dễ theo dõi.
Thứ ba, nguyên tắc phân chia rủi ro giữa Chủ Đầu tư và Nhà thầu cũng được sàng lọc và củng cố tốt hơn.
Thứ tư, vai trò quản lý và ra quyết định của Tư vấn/Quản lý Dự án cũng đã được tăng cường và làm rõ ở nhiều khía cạnh.
Thứ năm, thủ tục Khiếu nại, Giải quyết Tranh chấp được định hình rõ hơn. Vai trò của Ban xử lý Tranh chấp cũng được nhấn mạnh.
Tính chất quan trọng của Hợp đồng FIDIC Red Book 1999 càng được chứng tỏ khi FIDIC giới thiệu Hợp đồng FIDIC thầu phụ năm 2011. Đây là mẫu Hợp đồng quan trọng, giúp cho việc quản lý Hợp đồng FIDIC Red Book 1999 trở nên tiện lợi, rõ ràng và trọn vẹn hơn.
Trên thực tế, Hợp đồng FIDIC Red Book 1999 cũng là cơ sở để FIDIC giới thiệu Hợp đồng FIDIC Yellow Book 1999, Hợp đồng FIDIC Silver Book 1999, và Hợp đồng FIDIC Short Form/Green Book 1999.
Bằng chứng là, sau gần 20 năm phát hành, sử dụng thì tới năm 2017, ấn phẩm Hợp đồng FIDIC Red Book 2017 cũng không có nhiều thay đổi về mặt cấu trúc. Điều đó đủ cho thấy sự hoàn thiện và mức độ ổn định, tính chất tiêu chuẩn của Hợp đồng FIDIC Red Book 1999.

* Hợp đồng FIDIC Red Book 1999 có tên tiếng Anh đầy đủ là Conditions of Contract for Construction for Building and Engineering Works Designed by the Employer.
Người ta vẫn gọi đây là mẫu Hợp đồng xây dựng truyền thống bởi vì, Nhà thầu chỉ có nghĩa vụ thi công và hoàn thành Công trình/Dự án theo như Thiết kế và Yêu cầu Kỹ thuật do Chủ Đầu tư cung cấp.
Mẫu Hợp đồng này khác biệt với Mẫu Hợp đồng Xâ dựng mà Nhà thầu vừa thiết kế, vừa thi công do FIDIC ấn hành năm 1999, lần thứ nhất (Hợp đồng FIDIC Yellow Book 1999).
